It's not allowed to post it in public and on SteamGifts not SteamTrades, because SteamTrades is basically a no man's land with no rules, SG rules don't apply here. Also in private between two traders, when both of them know what they're getting into, why wouldn't it be allowed?

Like BloodyRo said (hey man!) - this site doesn't have actual rules because no one is enforcing them. I actually wish there were moderators here. But even in that case - I don't post a referral in public (some do, I don't) and between two parties in private it's allowed obviously.

If you make a new account from same location, they know your IP address. They also check if you use the same PayPal (even if the credit card is different, it's still against the rules) or different CC but same names on it. In short, unless you're being super careful you're risking suspension.
