I think it usually follows your HB account region, the only way to make sure is for me to try activating it. As for the price, all other traders asked for 4 but their keys were locked smh
Hmm, im from Czech Republic and always only traded with people from Europe so im not sure about this, they should simply add infor on restrictions.
