Actually you're wrong, according to PayPal there are no fees for paying with that method. However, I ju realised you want $17 for the two so I'll pass. Considering it was less than that on Steam a few days ago I'm not paying more than what I could have had it for.
When you use Goods and Services option instead of friends and family, the seller has to pay the fees. So that amount is added to the product price by the seller.
Also with goods and services the seller then has no protection against chargebacks. Which is why most people here will not trade with you without fnf unless you have good rep even if you are willing to pay the fees. This is how it works around here regardless if you want to trade with me or not. The rep system is there to establish trustworthiness.
Never heard of "chargeback" and tbh imo those who do not wish to use goods and service are full of BS and dodgy as they're just trying to scam people knowing that they can't do anything about it whereas Goods and Services allows a buyer to use PayPal's Buyer's Protection incase anything goes wrong. A buyer still has to provide some sort of proof that they didn't receive the goods before PayPal steps in to refund their money so there is no real loss to the seller for accepting this. Also, I still not heard of any charges to a seller for using this option., I've sold an item on ebay and never had an issue with such things. Either way I Won't be buying this from you as it was cheaper on Steam just a few days ago so unless you're willing to negotiate a price I'll pass.

As for buyer's protection, look, everyone here will ask you to go through fnf method. Good and services method has no protection for digital goods and adds extra fees. There's no such thing as 'proof' when it comes to digital items.
Your only protection here is the rep system and common sense. A high end trader won't risk his rep to scam you for few bucks for example. :)

I ain't buying it for $16.73 as it was cheaper than that on Steam and I'd have to pay conversion fee as well.
