So Valve have finally done it and ruined what a lot of us trade for.

Regardless of publisher settings:

  • Russia
  • SE Asia
  • South America
  • Turkey

And likely other regions are affected. Basically, ANY gift purchased from these countries from now cannot be cross region traded. This essentially kills off the ability to get games from other regions cheaper.

NOTE: It does NOT affect previously purchased gifts.

NOTE: Here's what it looks like upon checkout.

"As most of you know, our developer tools suggest pricing based on market research and purchasing power parity. In the case of territories such as Russia, Brazil, and SE Asia, we suggested pricing that is lower than the direct USD conversion. This is based on our assessment of actual pricing of comparable products in that market. Recently Rubles have hit an all-time low which has been a concern of many game developers. We are still assessing the market to see if suggesting new prices in Russia is right for customers who live in that market. We do not think that pricing based on currency conversion only is the right way to approach the Russian market necessarily.

What we are doing immediately in response to the Ruble drop is limiting trading and gifting from Russia to prevent people from taking advantage of the situation. We have been applying a gifting and trading lock of this type on all newly created packages on Steam since mid-2014. Today we have propped a change that will affect all packages on Steam which will not allow them to be unpacked to an account, if gifted or traded from a lower priced region to a higher priced region. This change is not retroactive and only affects new purchases. It also will not affect customers in that region from gifting a copy to other people in that same region. All customers will have proper warning when they are purchasing a gift prior to checkout in those regions as well. We will continue to assess the situation and make changes if necessary in the future. Too much work and pain just to buy a goddamn game with my own money just to be locked when I move to my family who lives in a different country, and at the end I end up with region locked game where I cant play but can stare at. GG Valve.

Move to GoG people, since there arent any region lock and DRM bullcrap which is not only ineffective but harmful for consumers at the same time.
Its Valve's loss, you have lost a big part of your loyal fans in recent years.

2/3 of my games i got cause they were really cheap and im sure most of the people did the same.
I guess they rather sell $40 game to 5 guys then same game to 200 People for $5 oh well fare well steam....

On 4-packs, only the activation is region blocked of the first copy.

Serious question here: How much does this really matter? Are there known cases of people getting banned from activating games with a proxy? I did it three times now (Naruto, Shadow of Mordor and Saints Row 3) and owned my Steam account for many years. After the activation, the games all turned into RoW versions. So, can I still buy locked games and activate them with a proxy? How big is the risk of getting banned really? I'm not saying it doesn't exist but I've never heard of someone getting banned for this, so I'm curious.

VPN activating a key is supposedly against TOS, so a lot of people are going to be paranoid and it's going to kill a ton of the buying community behind it all.

I've vpn'd tons of games and those accounts are still clean as a whistle. But it'll still prevent that person of risking a chance of losing money.
