Refs are Refined metals, metals which can be craft in Team Fortress 2. They are like a currency but not sellable on market, so the community set the price.
So if you have 2 keys I back you 1Ref, you will have it to trade for another trade :p
I do, I still have one 4-pack to open, but you need 8 keys + 2 Refs to open it.
