It's a mix of different factors and varies from trader to trader. Back in the day the only thing mattered was which tier a game was from, like BTA for BTA game, 1$ tier for 1$ tier and so on. Nowadays it's about bundled or nonbundled, value on G2A and the discount it got. Really depends on the game and the person you are trading with. You should also be aware that most traders these days are resellers and want to gain profit via G2A, so they lowball you by 50% of what you could actually get or more.

I do know about resellers, but I doubt you that you're aware of how they operate, because they buy cheap and sell higher to make profit. Your offer would render it a loss. You just lowballed and feel embarrassed being called out on it, which you should be.
And it's always a great trait to judge others when your behaviour is in question. The ultra tier simply states that I don't want to trade them for games and get PayPal offers instead. Nowhere does it say that I want to sell them for a ultra price as you seem to think for some reason.
And sure, Killing Floor was free, but without DLC and the keys have an expiration date so you can't stockpile them.
