Hello, yes you can. But from recent experiences, Paypal fees are becoming problematic for such small trades, I'm expecting Paypal to charge around $0.35 fees added on a $1.10 payment ($0.30 + 2.9%).

Yes, when I did this with people in EUR, Paypal had significant fees. To make it worst, I have CAD account.

I don't normally do this because I have no use for neither TF2 keys or gems, I get them by trading away my bundle leftovers, then sell them to buy other games for my library.
However, if someone makes an offer I can profit from, I will accomodate this person.
P.S.: I reset my Steam password this weekend, therefore I cannot use Steam trading system until tomorrow
