The store gives the key according to your IP, and will give you the one you need if you set the country as russia via VPN (or through a friend). Previously, the entire so-called CIS was available there, but a few years ago it was changed in a stupid way, that the key only for the CIS is not available for almost all CIS countries.
This is an option for you in case nothing works with finding the key directly.
Hi. Are you sure? It says it can't be activated in UA. I think it's random and better way to find a key from WB Play the legends. Also, the link you provided contains subid 518699. It's works good in RU region but not in UA. Anyway, thanks for your help.
This is where I got the game from for my account. Two years ago there was no country restriction, but when I wanted to tell about this guess people mostly decided not to believe me, even looking at screenshots of activated dlcs and obtained achievements. It's their business, of course, but I (as well as several people who helped test this thing) have the full version including the Ultimate expansion and all combat packs.
The text is a bit misleading, the key cannot be PURCHASED in certain countries, and as I noted above, the store gives the key according to your IP at the time of purchase. The page in the store leads to subID 518699, right, but with a russian IP you will get exactly 518692, because the store simply cannot sell you a key that is specifically blocked in your country of purchase, as is the case with 518699.
Again, as I wrote, this is information for you in case no one gives you the key you want. So to speak, an attempt of last hope.
And without a discount, it's useless to try, it's better to wait for the publisher's sale (they come there once every few months and often repeat big sales on Steam) and try at -90% or -95%. I'll even say more, at the time when a few people listened to me and tried it, the game cost 89 UAH on sale, that is, $2 :/
