I live in India. The Russian version of many Square Enix games are supposed to work in my country. Can you check if Thief and Thief: Master Thief Collection (i.e., do you get a warning as "This version of the game will only be playable in Russia, Belarus, Ukraine, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan, and India."?). And how much would be the prices of each in CS:GO keys? Thanks.

I don't think that first won't be on English if it has only English localisation :D Second have to be on Russian, but it hasn't any tag about language limits, so I think it possible to change RU to any another (in settings of game in library), but I can't be sure.
