I'm hoping to use my steam wallet funds to buy gift copies of steam games that are 75% off that i don't want, and trading them for games I do want. That way, I avoid the 15% valve fine from buying tf2 keys. Although I do own lots of tf2 keys. it seems like you cant trade without them, so I had no choice but to buy them.

Don't friend me to make an offer, just post here, since 99% of offers are no good, there's no need to bother with friending and unfriending. I generally don't want to pay more than $10 wallet for any game, and prefer $5 maximum, and would most prefer to trade my mostly bundle keys, which I will use myself if I can't trade them. Also I generally don't want to buy any game unless it is at least 80% off the nonsale price, since 75% off is so easy to get, and most people are selling games that are at most 50% off the nonsale price, which is way too crappy of a deal for me.
