This is a dummy account. He only has games from giveaways and he bought CS:GO a couple of days ago. He got his rep from retrading games (example: buying Dawn of War 3 at 2 keys and selling it at 2.5 keys). Right now he is exchaning cards 1:1 or cheap cards for giveaway games. Those are legit and easy to obtain +reps but once he got to the point where he had enough to be trusted, he started scamming.
He just scammed somebody for cash and filled his inventory with CS:GO items: http://steamcommunity.com/profiles/76561198388237061/inventory/#730
