The ratio depends on your badges, not your level. Leave your trade link in a comment and I'll send you the offer on a card storage alt account of mine.
If you have 0-250 badges or higher: 11 sets per key.
If you have 251+ badges the sets will be: 10 sets per key.
Under the right circumstances I can change this for some users depending on the difficulty of making sure the badges are on hand (I transfer a lot of sets around). The trades usually take 5 minutes on average, it's not that long. Standard trade.
You'll get 10 or 12 unique card sets that you don't have crafted yet or full level 5 badges.
