Can't be, because is CIS/Ru locked version. Actually, maybe it can, but only after you activate it in some of CIS countries: Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Kazakhstan, Moldova, Republic of, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Russian Federation.
It would be no problem to activate it via vpn.
But i would like to play it without vpn.

I also checked steamdb, but as you said there is no more infos about this game. I think that only need be activated in CIS countries and then can be played anywhere, but since I am not 100% sure in that, can't guarantee that.
