Go on http://www.steamtrades.com/user/Zsegiano and click on View Steam Profile, you will notice that Zsegiano's profile is not the same as the clown who scammed you. Actually, if you look at you scammer's profile, he's impersonating Blurred now.
You should remove the false negative you gave him and report the actual scammer to Steam support.
