I'm not going to buy it (though more because I'd rather use steam wallet funds than anything else to buy keys)...but it just sounds odd. It reminds me of one time on Listia when I won an auction, then the girl goes "My friend is in the hospital so I can't send anything out right now, just mark it as received and you can get your points back later". Needless to say, I was not amused (seriously, Dark Cloud for like 200 points T_T) and did not mark something I did not receive as received.
TL;DR: I believe you, but you're having users straight-out lie in the note.
