You can't open up the 4-Pack if you already own Guns of Icarus Online in your game library, because the first copy will be bounded to your account after you activate the 4-Pack, then 3 copies will appear in your steam inventory. In other words, this option is only for those who's looking for a copy himself. If you're looking for a giftable copy that will cost you 2 Keys.(stock:0)
You don't need colleteral if you have enough reputation and/or a good standing account. Even if you don't have enough reputation I can accept items such as Bill's Hat and other steam gifts as colleteral.
You must have have bought something from the community market in the last 30 days, otherwise the 3 copies will be untradable.
