Valve released a new policy a few days prior to the Exploration sale. Any game purchased after the new policy has been set will be untradeable for 30 days since initial purchase. However, they can still be gifted away to emails and to people who do not have the game in their library.
This is to prevent real scammers from buying games with stolen credit cards and trading them away. Traded games were being revoked several days later after the transaction is reversed.
