But you only use one time when redeem the code on GeForce Experience, after the game on your blizzard there no need to use VPN anymore.
Also you can check game region status on blizzard account, it will show you the game is GLOBAL.

There are some free VPN soft. Tunnelbear is a best one, free and easy to use. Just delete it after you redeemed the code.

I own a 960. I'd need someone to activate it for me but noone is willing to do it using a VPN service. That's my problem.
