I wonder if that's true. Being a German, I have to activate most of my games using a VPN since I do not feel like bowing down to my government by playing censored version. I have yet to receive a warning or ban from Valve.
Using VPN to activate games is against SSA/ToS as far as I know which may result in your account getting locked
Yes, I am aware of that. But I have never actually heard of people getting their accounts banned for that. But I guess it's better to not take the risk.

you cant get banned by using vpn to activate a game, they will just remove it from your inventory when they wanna do something
you can get banned by using vpn buying stuff fro the steamstore
Just give the game off in SG with region restriction rather than trading so low. You will reach level 2.
