Can I ask why you want ROW version? Do you have any intel I did'nt found on the region-lock (or not?).
Cause if you want Russian version, they are as cheap as 25$ on the net.
So do you know anything about Max payne being region locked? 'Cause I don't see why the point to go ROW... Please don't get me wrong, I just want some infos here =) I did'nt find anything saying Max Payne 3 would be region locked.
The point is tagged versions of games (RU/DE etc.) can be have some restrictions. You know don't change game language, cut scenes or censorship like ...

Well, it's already known MP1 and MP2 copies are in russian language (not sure if fully, just subtitles, subtitles and comics). So, who knows, it might end like with DNF (as far as I know, you can only play with RU people?).
Aww man, so much info I need to know before buying :P. But if it's like recent things, most are entirely (not supported) translatables to VO via some manual patching. (Think BF3, ME3...)
