It's not really a good place to discuss but 'pay/sell by wallet' basically means you put a random rubbish item up on the Market and the buyer buys that with money from his/her Steam Wallet.

Also, best aim lower than 9US as the game is 9.99 US fresh and on sale often for 2.50>5 US ;-)
