I see people (sellers) around here writting demands such as yours all the time without realizing they can get their Paypal account suspended. It's against Paypal rules sellers demand customers pay fees, money sending as "gift"..etc.

Before add me read my rules
Selling keys for Paypal
Price: 1,35€ each (I only accept €, not $)
Rules:
1- Your steam account must be minimum 6 months old
2- You must have some games, not just TF2 and free games!
3- Your account must not be marked on SteamRep, including VAC status.
4- Your paypal account must be verified.
5- You pay all fees.
6- Money must be send as GIFT or FAMILY AND FRIENDS
7- You must go first.
8- You must add this description: "I am purchasing virtual items in Team Fortress 2, and will not issue a chargeback or dispute under any circumstances. I recognize that all sales are final, and not refundable"
9- If You break any of above rules, or make any mistake in description, sending money option, paypal status account then I can cancell the trade and send You money back on Your cost.
I don't sell high amounts of keys, max 10 keys for user.
