You need atleast 5 Euros to charge your Steam Wallet.
It's not possible to upgrade the account the way you like to..

To buy games with steam you can use paypal.
To buy items in TF2 you cant use paypal (steam wallet only)
You need to add funds to steam wallet and the minimum allowed is 5 euro.
You need 5 euro steam wallet.
