I think it should be only when gift is purchsed by any method but steam wallet. I mean, if you bought the game through steam wallet, it can't be revoked, right?
Well you can add funds to your Steam wallet with a credit card so even your Steam wallet funds could be stolen money in some way. They do need to figure out a different way to go about it though instead of restricting things you can do with your own games.
