Maybe he has two or more account. Or he bought a four pack with himself account and him friend's account and he got 2x3 copy and the game he got and his friend.
I now checked your chivalry, every four pack is one copy will added the buyer account, and if you have then you can't buying except if you buying with an other account.
The last 4 pack i got from someone else was Sins of a Solar EmpireĀ®: Rebellion
no, it was a single gift 4xpack, but other 3 copies are given only when you activate 4x pack (of course you receive 1 copy in your library and 3 gifts in inventory...)
I think you never bought four pack from steam store.
You can't activate a four pack because from the four pack one copy automatically added to your account when you buying it, so you only once time can buy a four pack about one game.

After you bought you won't get a four pack item to your inventory! You got 3 copies to your inventory and one copy added for your account!
Steam revokes 4-packs (in several days) purchased as single gift and returns money to your (original buyer) steam wallet. Additionally, they put on full trade ban until the end of sale of the game which you have bought as a 4-pack, so you won't do this thing again. Believe me =)
Let's say I just know. But if you want to experience it on yourself - it's your choice. Though I am not sure that traded copies are revoked. I am 100% sure copies in your inventory will be but those that you have traded - I think not.
Bullcrap - I bought 2 4packs of Sniper Elite: Nazi Zombie Army 2 the other day from a dude, activated one myself, got the 3 gifts, gave a friend the other pack, had him redeem it and trade me back the 3 gifts, no problem whatsoever on anyone's end..

I activated it in my library and gave away the other 3 copies.
I just think its not possible with all of the games.
Like I said - traded ones are not revoked as this will require Steam Support to track the exchanged keys - return them to you, return money to those who might bought it from market etc. etc. It might be extremely long chain. And you better read one more time before using any strong words. Also it matters for games 4-packs of which you can't normally buy.
Next time, buy 4-pack of the game which cannot be purchased normally yourself and store it in your inventory for a while. Then you will get it.
P.S. What is bullcrap? Bullshit or crap, but bullcrap is just that "cool" neologism?
.. It's another slang term that's been in use for many years in the US, and I grew up with US friends. It's just as valid a term as "bullshit" or "crap".
And what does "also, it matters for games 4-packs of which you can't normally buy" mean? Are you talking about games which you can't normally buy in 4-packs as a gift? Or do you mean somehow using a browser / javascript trick to buy 4-packs for games that you already own?

So, I can go the (for example) the store page for Sniper Elite: Nazi Zombie Army 2, add a 4-pack to my cart, and the "Purchase as a gift" option isn't greyed out. Yet if I use the button (which they can easily disable if they want to, and which they indeed do grey out for many / most games with a 4-pack available) and give them cash for a 4-pack, they'll revoke the gift and refund the payment a few days later, with no specific reason behind it whatsoever?
I've never heard of this happening to anyone I know, including high-volume RU traders, and it makes right about 0 sense to me.. If they didn't want people buying 4-packs as gifts, surely they'd just disable the option to do in the store across all games. And they know people buy them for trading, too, so reversing the purchase after a few days also doesn't really make sense; it seems incredibly arbitrary. Where's the cut-off line? How many days are you allowed to keep 4-packs in your inventory? When does it magically become a trading commodity to them?
