I think this is just another account of an old scammer, who might have his scammer profile now marked.
Scammers are multiplying or the scammers are making multiple accounts
to us who quadruple checks profile and have measures on spotting scammers

It is just someone second account for scamming, I reported him to Valve but there is small chance that they will do something useful.
