Once it is activated in your account I think they won´t restrict region where you can play, they can block the gift activation but I "think" they wouln´t block to play it once the game is in your account.
I heard some saying as long as you activated it, you have nothing to worry about
Then again , i heard some saying even if its activated and the game gets RU Tag or whatever, it will get locked and you wont be able to play it without a VPN
Witcher 3 RU will have an activation lock soon, so if you want to get the RU version, you should buy and activate it now
It´s not sure W3 RU will have a play lock, but it probably will have an activation lock soon.

Don't buy copy for 8, 9 tf2 keys etc, it possilbe that will be locked for play
