Recently I noticed that in Argentina has the cheapest prices in South America.
I'm from Brazil, and wanted to trade a copy of:

FINAL FANTASY XV WINDOWS EDITION $12.23
Shenmue I & II $11.72

Considering that the price of the Key in the Steam Market is $ 2.44 Currently, I wanted to buy both by 5 keys each.

Can someone who lives in Argentina help me? The Promotion of FINAL FANTASY XV WINDOWS EDITION ends September 3, but Shenmue its fine.

if the price difference is more than 10%, steam wont allow gifting

i have usa account and was not able to gift it to eu user

Where's the proof? You do not even live in the United States according to your profile. And also All the countries of South America are of the same Region, the only difference are the prices. There is no sense the person can not receive a gift because the price is different.

It's because I have a friend that sometimes travels to Argentina, so he can help me. If he changes the region of the store, does he have some type of cooldown to return to the Brazilian region after the purchases?

Thank you for your help. I think the safest way is when my friend buy the games in my account when he is in Argentina or log into my account on someone's computer in Argentina and buy via Team Viewer.
