You can't open up the 4-Pack if you already own INSURGERY in your game library, because the first copy will be bounded to your account after you activate the 4-Pack, then 3 copies will appear in your steam inventory.
You must have have bought something from the community market in the last 30 days, otherwise the 3 copies will be untradable.
