Look into Google Voice. I'm not sure it works in your country, but it's a free, google-operating call forwarding thing that lets you pick your number at account creation. You may need an actual phone/number for verification purposes and international rates may apply.

there's a small international fee, but if you then use that number to go through google voice it shouldn't actually cost much.
dont do that, any time you try to login with your indian ip
paypal will block the account, and you will lose everything in it

But I created my account using Indian IP and have been using it from 2-3 days using Indian IP no problems until now. One of my friend from Pakistan has been doing this from years and has faced no problems (until you try to transact very big Payments). And anyways, I ain't gonna have more than $20 balance on it lol, If my balance crosses $20, I will quick buy Keys or bundle, so shouldn't be a problem even if my account gets locked, I wouldn't loose big
