Yes i bought gta complete 2 years ago and and got everything from 1 to 4 and all dlc/expansions... now u dont get 1 and 2 if u buy complete. Dont know why they did it.

EDIT: Checked, gta 1 and 2 completly removed from store.

They don't add up to steam library, but you can get them for free here http://www.rockstargames.com/classics/

Grand Theft Auto Complete Pack (SubID 18832) includes GTA 1 and GTA 2, as you can see on the linked page from SteamDB.
The package is removed from Steam.
