In short they region locked it without giving the proper warning.
Lol... i cant even activate a gift form my friend in uk (i live in germany)... great publisher, great :(
The real question is, can you use a VPN to activate the game in the appropriate country, and then still PLAY it without vpn once activated.

:( should have bought it last week. was holding off on pre-order to see the reviews and got burned.
I was able to do VPN activation through a free vpn to the ukraine.
Game is downloading now. It SEEMS that it won't require vpn to play, but I can't verify for another 4 hours until my download is finished.
FYI, the game plays fine without VPN once activated. I did not have to DL through VPN, just perform the activation from inventory. I used a free vpn service to connect to a server in the Ukraine, activated from inventory, and then disconnected, downloaded, and played just fine.
still is this only the shadows of mordor or will all games be region locked now`?

Aperently some games has become region locked, spent all morning trying to get my hands on a mordor row and all we got was the same error, says it aswell on copies u allready have aperently be warned :( be sad :( what the hell steam.
