Well, there is a way, but it is a little tricky and requires a lot of trust from both sides:
You send me a TF2 key in advance; I check it and then I will turn you back the key of the game plus the change under the form of sacks of gems (10 sacks if the tf2 key worths 1.80€).
Otherwise I can put on sell an item for 0.30€ and you buy it on steam, but this requires funds on steamwallet from your side.

You should add something if you want both: PC2 does not worth so much. It is pretty clear that it will be bundled in the next future. It was not even a sigle early release in the monthly of January.
I can give you "Civilization VI" for "Project Cars 2".
Unfortunately I can't see anything in your list of games or in your steam inventory worthing enough to cover the difference.
To me Project Cars 2 and Civilization VI worth the same, so, if you even want Stellaris, you should add something near two CS:GO keys (non vanilla - non hydra).
