It's called declining a trade, I can decline a trade for any reason. You are not supposed to -rep traders for not doing a trade. it's ok though, once the -rep is removed you will get a nice suspension. Just like your other account...
You will also notice I did not -rep you, since I actually read and follow the rules here. You should read the rules yourself when you have time.
