I don't think it's safe to trade like this, you could do a chargeback and I would stay with nothing.
Technically, yes, but you can open an issue with PayPal, report me on Steam, then I will lose a Steam account worth more than $1000. Will I risk it for an indie game?

Trading games for money is against Steam ToS, so there's no security for me.
