Lowest I've seen here is 6 keys (~%14) and even then those (or cheaper) are old posts, most likely the result of either an exploit (circunventing regional pricing) or a really great deal that obviously finished. Those won't really shape the value of a game or last on their own.
I'd rather not waste more time trying to prove my point. Also, 6 keys is roughly $12-13, which shows just how cheap the value is (I've seen it lower). But yes, prices vary depending on the seller.
With that said, good luck to you! The pricing isn't bad, I was simply pointing out that cheaper prices do exist.
