That guy is indeed a scammer and i wish steam would do something about scammers. Sadly they are not :/
Sadly this is a a Non-Steam to Steam trade, which is really hard for report it properly. The best anyone could do is take snapshot at the chat logs and provide them to SteamRep.com

Well, if you use a 32-bit representation (which is the most commom way to represent an integer), 4294967286 equals -10 in binary. Maybe this site has a bug with it.

After getting scammed 1 TF2 key from http://www.steamtrades.com/user/CrayZee09 (yes, 1 key is not a big deal but other people had lost more than me and I need to do this so other people could know and stay away) the guy blocked me. Since I was being careless and not taking any chat log snapshots I guess all I have is my words and my SteamTrades reputations, but please read this through guys.
After a couple day of no response from the guy I knew I was scammed, so I dig up a bit about the guy to see anything I can do and I found out a couple of interested things, but first below is the guy SteamRep information:

As you guy can see in his SteamTrades Profile there are a lot of +REP, some of them are even from high reputation traders in SteamTrades. There are a couple of -REP that he explained to me that the code have some problem and he will contact support to get it resolve (and then blocked me). So I guess it his way to gain people trust by having small trade done for getting +REP and then attempt scamming one big trade.
Since I was looking for several Nvidia F2P Bundle codes I went to Buy, Sell or Trade Board on Nvidia Forum and I contacted him on there (his Thread: https://forums.geforce.com/default/topic/764006/). After getting scammed I still in need for those codes so I get back there try to see if anyone else selling that and I happen to see another guy getting scammed (https://forums.geforce.com/default/topic/767085/) by this guy - http://www.steamtrades.com/user/SaintHoria, SteamRep information below (having some -REP too):

And you know what, the first one to REP him on his SteamTrades Profile is the one that scammed me (CrayZee09), which make me suspect that these could be mole accounts of one person (or at least 2 scammers working together), so I dig up a bit and found two proofs that could back up my statement:
Proof #1: In the SaintHoria guy SteamTrades Profile (http://www.steamtrades.com/user/SaintHoria) there is a scammed victim getting scammed a couple TF2 keys just a couple hours ago (I quote: "DONT!!! Trust Him! He Scamed 9 Man Co Keys from me, instead of giving me my Offered Item, he Blocked me! Again.. DONT!!!! TRUST HIM! I talked to the Steam support, i hope this stupid guy will be kicked out of Steam ASAP!") and I look in to the CrayZee09 guy Inventory to see if he still have my 1 TF2 key I traded him (yes he only have that single TF2 key after I traded him mine) and I see some of those keys which I strongly believed is from the guy who got scammed: http://i.imgur.com/uumn7Ek.png (yeah what are the odds...)
Proof #2: They both aim for the Buy, Sell or Trade Board on Nvidia Forum (to having a non Steam trading - mostly just those Nvidia F2P Bundles codes - which make the other people have to go first with keys, gifts, Paypal, etc and getting scammed). Same place, same strategy.
Which lead me to strongly believed that those 2 account a either each other mole (more likely) or 2 scammers. There might be more mole in this scamming network (who know). So you guy can either trust me and stay away from these account or try your luck with them. Thanks for reading this.

TL; DR - 2 scammers appear to be mole accounts, doing small trade for +REP, scamming big trade. Traded the scammed items to each other accounts (or maybe more).

The pattern of his trade is very similar, both the one in SteamTrades.com or Nvidia Trading Forum have the same amount of texts, lines, etc, so it's very easy to notice if he has another mole (or not if he already read this post). For example the most recent SteamTrades.com thread http://i.imgur.com/LDVmpfe.png (you guy can compare it to other things I have posted to get what I meant).
TL; DR - new mole, same guy, same way.
