Tropico 5 is no-tag, and as I know, there is only one version for every country ;)
Btw It's a part from a 4-Pack, so Steam Edition (Packs contains only Steam Edition as you can see on the store)
For the rewards, no, I sell Tropico 5 only for 7 keys. Rewards came separatly (We don't know why Steam did this). If you buy a part from a 4-Pack (or 2-Pack, from any seller here), the rewards have to be added as extra gifts.
The only copies of Tropico 5 which can provide you rewards when you redeem it are the single purchased copies (easy to know, copies from 4-Pack are named like that "Tropico 5 4-Pack Gift Pre-Order").
But, If you want Tropico 4 and Omerta (Omerta still locked right now) I do a price (5Refs more for Omerta when it will be unlocked and 5Refs more for Tropico 4 Steam Edition / 8keys for all). Like that, you can choose what you want, or don't want.
And I repeat, any copy from a 4-Pack or 2-Pack doesn't contain rewards ! They have to be added by the seller (even if a seller say the oposite, it's lies)

Hi, depends on the game :p Usually if somebody want to pay with ref instead of tod, I take 4Refs, but for some game I can take less (like Binding of Isaac I take 3.55refs instead of 1ToD)
