First of I am not entirely sure if you're referring to the PayPal, TF2 or Card prices. Yet it is the same, the price is based on the standard store price of the specific game provided with a link to the store (For Steam, Desura and so on) and the games/dlcs is not influenced by steam/desura ect sales or other third party shops dealing with keys.
