Sure, I can do that :) I do not know if it was bought in the EU, but why does it matter? It's not censored or anything.
Russian (and some other eastern european countries, like Czech, Ukraine and some others) versions of New Vegas, alongside all of its DLCs, have this dumb "region lock" kind of a deal going on because of a different set of languages and steam ids for the products - long story short, DLCs and base game of those two types (eastern Europe - not Eastern Europe) don't mix even though you can activate them in theory - it'll break the game though.
But as long as it's not from there, it's fine.
I am almost certain that it is not region locked, but I didn't purchase it myself. The guy I traded it with was from USA though, so it should be fine :)

i really don't see you doing this but i had to ask because 4 of the 5 games i don't own from them are really nice.

Hmm, I'm just that kind of a nice guy that would definitely give it to a friend most certainly if such an occasion would arise, but what I meant to ask more specifically, don't the keys get lost in the process if you try to redeem one for a title already in your library?
